<p>Todd M. Keil presented to ASIS’ Western New Jersey chapter at its monthly chapter meeting on April 10, 2012.</p>
<p>Mr. Keil is a Senior Advisor with TorchStone, providing strategic security consulting and solutions to corporate and private clients. Mr. Keil’s recent experience in private industry includes senior consulting in risk mitigation, executive and facility security, and worldwide threat management.</p>
<p><a href="http://asis088.org/blog/wp-content/uploads/2012/05/April_20121.jpg"><img class="alignleft size-medium wp-image-216" title="April_2012" src="http://asis088.org/blog/wp-content/uploads/2012/05/April_20121-225x300.jpg" alt="" width="225" height="300" /></a>Prior to joining TorchStone, Mr. Keil was appointed by President Obama in 2009 as the Assistant Secretary for Infrastructure Protection at the U.S. Department of Homeland Security [DHS].  Serving in this office for over two years, he was responsible for protecting the assets of the United States essential to the nation&#8217;s security, public health and safety, economic vitality, and way of life.</p>
<p>Mr. Keil shared his considerable experience and insight in the planning and implementation of protection for national critical infrastructure.</p>
<p>He identified three major categories of critical infrastructure, most critical national infrastructure, critical national infrastructure, and  critical state and critical state/local infrastructure. He outlined the DHS process for categorizing infrastructure and FEMA guidelines for grant funding.</p>
<p>Illustrating his presentation with practical exercises and real-world examples of effective planning measures, he stressed the importance of sharing intelligence and resources between private security and state/local and federal law enforcement. He encouraged security directors to actively inventory critical assets, keep disaster recovery plans up-to –date and perform accurate threat/vulnerability assessments.</p>
<p>He made reference to several local resources for information sharing and planning assistance, with particular emphasis on the Fusion Centers located in New York and New Jersey, owned and staffed by knowledgeable local law enforcement professionals. He indicated these are among the most effective facilities of their kind in the U.S. He also encouraged private security practitioners to make use of other resources made available by DHS, including the <strong>Homeland Security Information Network- Critical Sectors (HISN-CS)</strong>, the <strong>Computer-based Assessment Tool (CBAT)</strong> and the <strong>Infrastructure Survey Tool (IST)</strong>.  These solutions are administered locally by the Morristown-based Office of Infrastructure Protection Protective Security Advisors, headed by Frank Westphal in NJ.</p>

<p>In conclusion, Mr. Keil indicated that the ideal environment for protection of critical infrastructure is a partnership between private industry, state/local and national governments. The partnership approach works best when all stakeholders are actively involved and sharing information and resources.</p>

			<content:encoded><![CDATA[<p>Frank Westfall of the US Department of Homeland Security spoke before the ASIS Western NJ Chapter. Mr. Westfall, a Protective Security Advisor with Morristown’s Office of Infrastructure Protection, coordinates private sector security requirements with public sector resources in the Western NJ area. He also works to identify and categorize critical infrastructure sites including water plants, oil refineries and sports arenas.</p>

<p><strong>Homeland Security Information Network- Critical Sectors (HISN-CS)-</strong> a web portal available to eligible security professionals, designed to facilitate  sharing of information between state, local and federal agencies with key private sector security professionals. Available documents include special reports prepared by DHS and law-enforcement officials, known as Joint Intelligence bulletins.  Eligible practitioners may subscribe to email alerts when information of interest is posted in HISN.  For additional information on HISN please visit: <a href="http://www.dhs.gov/files/programs/gc_1156888108137.shtm">http://www.dhs.gov/files/programs/gc_1156888108137.shtm</a></p>
<p><strong>Computer-based [facility risk] Assessment Tool (CBAT)-</strong> DHS offers CBAT access to operators of critical facilities, including sports arenas, treatment plants and oil refineries, known as critical infrastructure and key resources (CIKR) sites. A CBAT assessment enhances risk profile assessment with interactive graphics and hemispheric video which promotes enhanced situational awareness and identification of vulnerabilities. DHS professionals can assist eligible security and safety personnel in preparing a CBAT assessment. <p><strong>Infrastructure Survey Tool (IST)-</strong> IST uses custom-designed software to generate a numerical risk assessment scores for critical infrastructure. Two scoring systems are available: Protective Measures Index (PMI) assesses resources devoted to risk mitigation; and Vulnerability Index (VI), which represents a facility’s overall vulnerability to risk. For participating CIKR sites, DHS personnel input relevant data about a facilities assets and vulnerabilities. A number of factors influence the risk factor calculation: location, proximity to other critical sites, accessibility to exit routes, etc. That data is then compared to information retrieved from peer facilities and results in development of categorical, or sector scores. IST can be configured to display a graphic representation of PMI and VI.</p>

<p>The scoring system is standardized nationally and is based on algorithms developed by Argonne National labs. Participating facilities receive an interactive, multi-level report which provides comparisons to high, low and average sector and overall scores for peer facilities across a wide range of factors. To date, IST has provided assessments of sports arenas, water treatment facilities, refineries and other assets. Containing 18,000 acres of parkland, more than 150 miles of paved and unpaved roadways, the Morris’ is the largest county-operated park system in New Jersey.</p>

<p>Led by Chief Huyler, the Park Police staff includes 30 officers operating in park facilities throughout Morris County. Officers operate in a variety of conditions and settings, including museum and galleries, trails and parkland. Park officers make, use of cars, trucks, motorcycles and All-terrain vehicles to patrol, respond to alerts and to perform search and rescue missions when necessary. The park police also maintain an equestrian unit, which aids in response and patrols in parks, as well as in crowd control and other policing services provided to local municipalities for special events such as parades.</p>
<p>Chief Huyler outlined the challenges of ensuring the safety of more than 3,000,000 park system visitors annually; technological advancements, including radio communications and global positioning satellite systems which have enhanced policing efficiency, and provided an overview of the coordination required with law enforcement officials in nearby municipalities and state and federal park systems.<span id="more-162"></span></p>

<p>The keynote presentation was delivered by Col. Rick Fuentes, New Jersey State Police. Other speakers included Barbara Farrington and Special Agent Brett Yeager of the Federal Bureau of Investigation, Mike Massa of Torchstone Global; Jeff Bedser of Internet Crimes Group; Eric Leitz of Targeted Risk Control, LLC and Matthew Dimmick of MSA, LLC.</p>
<p>Mr. Bedser delivered a presentation on assessing and guarding against internet threats&#8221;. Mr. Leitz presented on contemporary global risks and their impact to local security practitioners. Mr. Massa spoke about personnel protection, Mr. Dimmick on civil disturbances (including insight on the Occupy Wall Street movement).</p>
